In order to examine existing procedures related to these essential public healthcare services in a hospital during an emergency situation it is important for hospitals have established procedures related to each service such as developing policies & plans that support individual/community level efforts , enforcing laws/regulations related protecting heath/ensuring safety , ensuring accessibilty of resources needed by individuals/populations for personal/population based care etc . Additionally hospitals should also have measures put in place for monitoring status of patients within their system , diagnosing any potential risks or hazards posed by certain conditions among the patient population , informing staff members on protocols they must adhere when responding emergencies etc which can help ensure they are better prepared when faced with crisis situations .
