In this case, I would use the five-step problem solving and decision making model which consists of (1) defining the problem; (2) gathering data/information; (3) analyzing the situation; (4) creating solutions; and finally (5) implementing a plan.

First of all, I would define the problem by considering what type of issue this is as well as what my goals are in relation to it.
