The triangle begins at the top with executive-level personnel who have access to the most detailed data and make decisions based on this information. From there, it moves down to middle managers who are responsible for taking the strategic decisions made by executives and developing plans for how they will be implemented within their respective departments or teams.

Finally, at the bottom of the triangle are operations workers or employees who use these plans in order to carry out daily tasks and complete projects. This section also includes feedback loops which allow lower-level staff to provide input regarding how well strategies are working as well as identifying any potential issues that need addressing before they become serious problems.
