With all the money that is spent on health care in the United States, why is it that U.S. health care is not the best?

Furthermore, many patients are unable or unwilling to pay for adequate preventive care services due to expensive insurance premiums or deductibles. Finally, there is also evidence that suggests doctors may be overprescribing treatments or tests that may not be necessary for optimal patient outcomes.
