A situational constraint that might prevent a client from following through on a referral to an outside agency is the lack of resources. If the client lacks access to financial resources or other necessary means (e.g., transportation, technology) needed to take advantage of the referral and receive services offered by the outside agency, it can be difficult for them to follow through with their commitment. Additionally, if there are language barriers or cultural differences between the two organizations, this could also serve as an obstacle for proper communication and understanding thus reducing the likelihood of success in referrals being made.
